This directory is organized as a Federal → State → Local hierarchy so you know where to start no matter what kind of help you need. Federal resources (HHS Office for Civil Rights, ONC, eVetRecs) apply everywhere. State resources (state health department, state medical board, state-specific access laws) apply within a single state. Local resources (county and city health departments) handle vital records, county clinic records, and local public health.
